Depending on the purpose of entry and stay in Russia, foreign citizens can obtain Russian visas of the following types:

Starting from July 1st, 2019 according to executive order #595 made on May 15th, 2019 by the Russian government, citizens of some foreign countries can obtain one entry business, humanitarian, or tourist visas in the form of an electronic document for the purpose of entering the Kaliningrad region.
Citizen from these countries qualify to get electronic visas for Kaliningrad:

The electronic visa is issued for free and is valid for 30 days from the issue date. It is allowed to stay in Kaliningrad for up to 8 days. The foreign citizen must fill out the visa application online no less than 4 days before the date of entry and also upload a digital photo. Other documents are not required.
Electronic visas for visiting Kaliningrad are valid for entry and exit only through the following entry points:
By air ( airport “Krabrovo”).
By the seaport of Kaliningrad (including entry points in Kaliningrad, Baltiysk and Svetliy).
By car (Bagrationovsk , Mamonovo Gzhekhotki, Mamonovo Gronovo, Morskoe, Pogranichniy, Sovetsk, Chernyshevskoye).
By train (Mamonovo and Sovetsk).
Foreign citizens with the electronic visas must stay and move only inside of the Kaliningrad region. Electronic visas cannot be used to enter any other part of Russia, even for transit purposes on the way to Kaliningrad. There is a website set up by the Minister of Foreign Affairs where anyone check the status of their electronic visa for Kaliningrad.
